The Russian Government has just updated the current program to support automotive industry.

In 2009 from the federal budget are allocated grants to the Russian banks which have extended credits to individuals for acquisition of cars.

According to the changes, the indicated grants are granted regarding compensation of dropping out incomes under credits of individuals for acquisition not only passenger vehicles, but also other Russian cars.

Cost of the car should not exceed 600 thousand rbl. (instead of 350 thousand as earlier), and complete weight - no more than 3,5 tons. The list of such vehicles advances Ministry of Industry and Trade of Russia. The advance payment under the indicated credits should be introduced by individuals at a rate of not less than 15 % from motor vehicle cost, instead of 30 %, as earlier. Term of the credit agreement cannot exceed 36 months. 

According to the order such grants can be receipt not only the by the Russian credit organisations with 50 % sharing of the Russian Federation or the Central Bank of Russia (and their affiliated companies), but also by the credit organisations, which equity capital as of April, 1st, 2009 is not less than 70 billion rbl.

The Governmental order of the Russian Federation of July, 7th, 2009 N 548 "On modification of the governmental order of the Russian Federation of March, 19th, 2009 N 244".

A formal cooperation agreement between "Rusfinance Bank and Hyundai Motor CIS was signed. The first step is the creation of a new joint special program "Hyundai", with an attractive interest rate for the clients. Rates are applied to loans on new cars of all Hyundai models, which are imported into Russia and sold through authorized dealers of the manufacturer.

Sales of new cars and light commercial vehicles in Russia continue to decrease:

• Sales of new passenger cars and LCVs in Russia decreased by 58% in May 2009 and by 47% in the first five months of 2009
 

• Among the top 10 bestselling models so far this year, seven are locally produced May 2009 saw sales of new cars and light commercial vehicles in Russia decrease by 58% compared with the same period in 2008, or by 161,524 less sold units, according to the AEB Automobile Manufacturers Committee (AEB AMC)

Decrease for the first five months of 2009 amounted to 47% or 574,680 less sold units as compared with the same period of 2008.
Among the top ten bestselling models of passenger cars so far this year, seven are produced in Russia.

“May showed a further decline in the market of -58%, -47% for the first five months if compared with the same period last year. There are some signs that the pace of decline in the Russian market is slowing but there is still considerable variation between individual segments”, commented David THOMAS, AEB Automobile Manufacturers Committee’s Chairman.

Martin JAHN, Vice Chairman of the AEB Automobile Manufacturers Committee continues, “So far Government support measures have not been able to stop the decrease in sales and to change the continuing trend. We in the AEB Automobile Manufacturers Committee believe that the volume of funds for the program should be increased extending the program to all locally manufactured cars, lifting the threshold of the program from 350,000 to 600,000 Roubles as soon as possible allowing a broader number of banks to operate as part of the support program.”

Les acheteurs du bloc de contrôle de l'allemand Opel, Sberbank et le canadien Magna, pourraient créer en partenariat avec AvtoVAZ un centre russe unifié de production de voitures légères financé par des banques publiques, lit-on mercredi dans le quotidien Kommersant.

Un tel projet pourrait cependant se solder par la rupture de la coopération avec l'autre partenaire stratégique d'AvtoVAZ, le constructeur français Renault.

Selon le président de Sberbank Guerman Gref, AvtoVAZ, Opel et Magna pourraient créer en 3 à 5 ans un vaste conglomérat automobile russe produisant annuellement entre 3 et 6 millions de véhicules. M. Gref a souligné lundi dans une interview télévisée qu'AvtoVAZ était "incapable de se développer" indépendamment et qu'il fallait soit "faire passer l'usine AvtoVAZ sous contrôle de Renault (la compagnie français possède 25% des actions du constructeur russe), soit créer son alliance avec Opel et Magna". Une décision en ce sens "sera adoptée d'ici six mois", a-t-il promis.

La renaissance de l'industrie automobile russe n'était associée jusqu'à présent qu'au partenariat entre AvtoVAZ et Renault. Pourtant, quant Sberbank a annoncé sa volonté d'acheter Opel pour faire venir ses technologies en Russie, le premier ministre Vladimir Poutine l'a considéré comme "une partie de la stratégie de développement de l'industrie automobile". VTB, Gazprombank et Sberbank sont donc obligés de choisir à qui octroyer des crédits: aux projets d'AvtoVAZ et Renault coutant près de 80 milliards de roubles (2,55 milliards USD) ou à la nouvelle alliance sur la base d'Opel.

Il est probable que la réunion des projets constitue dans cette situation "la seule décision logique", a indiqué hier un actionnaire d'AvtoVAZ. L'existence de deux centres de développement de l'industrie de voitures légères est une chose tout à fait inconcevable, souligne un fonctionnaire fédéral.

Les parties n'ont même pas encore cherché à savoir si AvtoVAZ pourrait conserver le partenariat avec Renault en cas d'alliance avec Magna et Opel, estiment les sources du journal. On peut éviter le conflit d'intérêts si on organise en Russie l'assemblage des Opel sous un nom de marque russe. Renault aura probablement plus d'intérêt à devenir un copropriétaire d'un conglomérat automobile et non d'une usine isolée russe, conclut Mikhaïl Pak, analyste de la société d'investissements Metropol. Mikhaïl Liamine de la Banque de Moscou affirme cependant que la situation pourrait se solder par "un puissant conflit, car les gammes de Renault et d'Opel ressemblent, et on ignore donc comment les distribuer dans des segments différents".
